Unable to make or receive calls via Wi-Fi.

Have received another sim from Freedompop so I went through the procedure for getting started.
As I previously had the Freedom pop Messaging app installed I installed it from my phone.
I then inserted the new sim in the phone and powered the phone back on. The phone recognised a data network connection.
I then downloaded the Freedom pop Messaging app again.
I go into the messaging app and press the three bars in top left hand corner I can see the account showing my e-mail address, correct phone number and minutes, text and data left.
I can make calls when out using the three network but am unable to make calls through the internet I can send text. When I try and make calls through the internet I just get this message

“There was an error placing the call to 1234567 please check the dialled number for errors and try again”
Needless to say the number dialled was correct. Perhaps there is a setting on the phone that I have wrong.
any help would be appreciated.
