Why have I been charged despite not receiving SIM?

I ordered a FreedomPop SIM in June as it seemed like a good deal. The SIM never arrived and I forgot about it until noticing that they'd helped themselves to two monthly deposits of £10.98 for July and August. I received nor activated my SIM, so how can this be?

I've now cancelled my account but would like to explore refund options and would be grateful of any help.
