Can recieve calls but cannot place calls.

I have a iPhone 5s and the FP app is updated to the latest version according to the Apple App Store. I have turned the cellular network off and am on a good solid WiFi connection but I cannot place calls. I always get an error that the request timed out no matter which number I dial. I can receive voice calls from other phones and the quality is good, latency is low. I'm confused as to why I'm prevented from placing calls, without the ability to do so the phone is limited in it's capacity to be an actual replacement phone for me.

I can also send and receive text messages through the FP app without any problems.

    @Dekay Are you able to make voice calls when Wi-Fi is turned off and you're on a 3G or LTE connection?

    @Ali Yes, I was able to place a call without problem when on 4G. However, at home I don't have Sprint coverage and have to use wifi to connect and when on wifi most outgoing calls won't go through despite the app showing registered, it times out.
