Cannot get all the way to the Internet

I am at work so I don't have my device with me. When I try to get on the Internet, I get a page that is like a letter but addressed to someone else. It states there are problems connecting with the Internet and to try again later. I tried again later a few times and got the same web page. I can't get past that point to get to the Internet. This happens with both a Windows PC and a Kindle Fire.
