Why won't tethering work (I'm paying for it and I have updated the PRL)

I'm having trouble getting tethering to work. I've signed up (and am paying for) the service; and have repeatedly updated the PRL.

When I turn tethering on, I get an error message saying "Hotspot Error: Unable to connect to data network..." and the tethering immediately turns off. (This is the same problem described in several other posts.)

I have repeatedly updated the PRL as described in this post, https://forums.freedompop.com/discussion/comment/60007#Comment_60007

and am subscribed (and being billed for) the service.

What do I try next?
