How to deactive device?

I'm trying to deactivate my iPhone 5 so that I can switch it to another carrier, but I would like to keep my FreedomPop account open because I want to get another FreedomPop phone soon after. I tried clicking the "Deactivate Account" button on the bottom of the Account Settings page, but after clicking confirm, it pops up a notice saying "To cancel your plan and process a device refund if eligible, please call customer service to get full downgrade support..." and seems to do nothing else. How can I actually have my device deactivated so that it is able to be moved to another carrier? Thanks.
