Is Hong Kong on global free plan ?

I've tried dialing on two different FP phones to 011+85+9 digit number and get 'you are out of minutes'.
Except I haven't made any international calls yet. This is the first attempted call for both phones.
Viewing 'myAccount' online I see I have 100 global minutes remaining for EACH of the phones.

1. Is Hong Kong ok to call on global free ?
2. Is 011+85+9 digit number the proper way to call an international number ?

    Going by this page, HK landline numbers should be OK, though I've seen some earlier posts where folks had problems with supposed landline numbers.

    When making an international call with FP, I usually dial +Country Code then Number, so something like +852123456789

    Using the '+' saves entering the exit code (011 in the USA).

    (Going by this page, 852 is HK's country code)
