Do phone calls use both data and minutes?

Can someone explain how using the Messaging app to make phone calls affects my data? I read a few places that it's supposed to be credited back, but that doesn't seem to be happening. I don't make very many calls, so I'm not really sure how it works or how long it takes. Is there something I'm supposed to do, or did I somehow make the call "incorrectly"?

edit: so it's been more than 24 hours and I haven't seen any credit for the data used to make the phone call.

    As far as I know, if you make a phone call on mobile data, you will be charged minutes, and data. If you make a phone call on Wifi, you will just be charged minutes. You could consider using Google Voice/Hangouts to make all of your calls and you will only be charged data when you call over mobile data. You won't be charged anything if you call over wifi.
