Unable to Downgrade 'due to billing error'

I tried to downgrade my Freedompop account to the free plan, but I got this error message: "We've experienced a problem changing your Data Plan due to a billing error. Please update your payment method on the Billing Settings page, and try again."

I've already updated by payment method, but I'm still unable to downgrade to the free plan.
