FreedomPop Free Call and Text Android version compatibility???

MotoG android 4.4.4
Playstore lets me download the app 17.02.111.1218 and it works fine.
Playstore says it's compatible with ALL android versions up to 4.4.4.

Attempted install on android 4.0.3 tablet.
Playstore doesn't list it.
Found an .apk file for version 16.14.277.0813
That installs and works on my android 4.0.3 tablet.

Tried to install it on my android 2.2.3 phone.
Won't install. Problem parsing the file.

So:
Is there somewhere we can see what's compatible with what?

Is it possible to have the playstore description accurately state exactly
which android versions are supported? Would be nice to have
compatibility maintained for older versions of the OS with new updates.

Is the app installed on my 4.0.3 tablet going to update to something
that breaks the app?

Is there a version that will work on my Moto Droid with android 2.2.3,
since that's the only phone that really needs voip functionality.
I've been using ringto with grooveIP, but they're going to start charging
for that.

Second related topic.
I tried to install the FreedomPop Free Call and Text app from the
playstore on a friend's IDENTICAL MotoG. It can send and receive
texts just fine, but cannot do voice calls in or out.
Error message talks about cannot connect to the server using the
current internet settings.
Only difference between his situation and mine is that I'm using
FIOS unlimited internet connection. He is using a Verizon 4GLTE hotspot.
What does he need to do to make his system work?

    I have the version 2.2.3 as well and I can not download the app either. It says my device is not compatible. I talked to a representative a while back and he said that I need something 4.something or so for it to be compatible. Unfortunately my device won't update to anything higher than 2.2.3 unless I root it, and I don't want to. I want to remove my device from my account and order one from Freedom pop directly while keeping my same plan and phone number. How do I do this? There is no option for me to do this online that I can see.

    See a separate link for can't make calls.

    Try switch off wifi and then make calls was advice from FP given to me, which does make a successful connection.
