Downgrade in second month

Hi, I'm on my second month, my account was suspended because of the credit card issue. I just updated my billing info with a new credit card and got charged $27.98. I'm assuming it's for the new month which started 2 two days ago but I want to try the free plan for now, so if I downgrade now will I get the credits back? Will the fees be prorated and credited back or will I loose the whole $27.98 and also the remaining data? Please advise. Thanks.

    I read some discussions on here and it sounds like you do issue refunds if we downgrade. Thanks.
