Downgrade to free but was charged $19.46?

I was trying to downgrading the unlimited talk&text to free before the current billing cycle ends. But it always showed "We've experienced a problem changing your Data Plan due to a billing error. Please update your payment method on the Billing Settings page" Find! I went to update in the billing setting with a new credit card, but it still didn't downgrade to free, instead charged me $19.46. And now the call is blocked by the system, saying my account is suspend! What the ****!

First, I am not supposed to be charged! Please return my money.
And, please unblock the call!
