Why is data usage (the horizontal bars) different from the detailed usage?

My detailed data usage shows 12 MB used but the bar shows only 459 MB left. I used the phone only to enter gas prices to GasBuddy, and I did it at HOME so phone didn't leave home WiFi. But I lost 9MB of data. Seems like data extortion to me. I don't make calls and I don't text so the usage here is purely data over the last couple of days and for the 2 days I was charged with using 19MB. Is it any wonder why your data usage causes up $charges to your wallet! Somebody please explain.
