Factory Unlocked iPhone purchased from Apple

I just bought a new iPhone 6S from Apple that came factory unlocked. Every carrier I attempt to activate it on (including the ones that also run on the Sprint network) accept my IMEI and let me proceed. (Ting, Ringplus, among others. Even Swappa's ESN checker comes up clean.)

When using the BYOD activation page at https://www.freedompop.com/byod I end up getting sent to https://www.freedompop.com/nonsprint

I called Sprint and they assured me the IMEI was ready for activation on their network. I spoke with customer service reps at FreedomPop, who referred me back to Sprint. I also opened an online ticket, but still didn't get it resolved.

I have another iPhone (older version) that has been running great on the FreedomPop network. I bought that one also factory unlocked from Apple and set it up easily.

At this point, I'm not even sure how to proceed. I suspect that it is most likely a problem with FreedomPop's activation process, simply since I am able to bring my phone to every other carrier I try.

I will return the phone to Apple if that is completely necessary, but I'd like to avoid doing it over just a small possibility it will be any better when I exchange the device. (And since I put a screen protector on it already)

Any suggestings?
