Unable to connect

I have a generic Android phone (make is HTM) that has worked successfully in Europe, so I know the phone is OK. I cannot connect to the local carrier, whoever it may be. The signal strength bars are orange color, with a tine letter R above them. I've tried all the suggestions here: https://support.freedompop.com/app/answers/detail/a_id/2/kw/Troubleshooting: Can't Call or Text to no avail. The coverage map show 3G in my area (thus I see some bars). The SIM information show "3UK" and the main screen show "Freedom Pop". All suggestions welcome.
