Use Less than 5 MB Data = Inactive + Reactivation Fee?

I read the terms of service and it says "Your Broadband Service becomes inactive after 30 days of Broadband Service activity under the 5mb threshold"
and also "If your Service is canceled for any reason, you can Reactivate your Service by making payment for all outstanding fees due and reactivation payment of $19.99."

But I also found this post: https://forums.freedompop.com/discussion/12309/is-there-a-penalty-for-low-usage
and someone says "in the states how it works is if there is no usage for a month then the account becomes "Dormant" and is temporarily suspended. When you want to renew the service you just have to click "wake up account" and then it will be reactivated.
There is no charge for reactivation or dormant accounts."

So I want some clarification, is there any fee to reactivate an inactive account that used less than 5 mb data in a month?
