downgrading problems

I keep getting an error message about a billing error when I try to downgrade to the basic 200 on both my wife and sons phones their accounts are fountainwell@msn.com and brianlee71@outlook.com. can we PLEASE get them downgraded. There is nothing wrong with the Billing info.
