I have a Supernova 655 LTe Hotspot and want to downgrade to the free plan

The free plan does not show as an option for me to downgrade and I'm not sure why . Is there something else I need to do to actually downgrade? I just actually purchased the device and received it a couple weeks ago so perhaps it's the amount of time you have to be on a particular plan I'm not sure but any ideas are appreciated .
