What is the "Credit Refill" charge?

I got charged with $1.99 Credit Refill twice in Oct. I never authorized such charge and my "Automatic Top-up" is disabled. Does anybody know about this charge and how to avoid? Thanks.

    Sorry to revive an old thread but I found this on Google and have the same problem. Auto top-up is off, but today I got an email saying my billing settings were out of date and I needed to re-authorize. I did and then was promptly charged for a $2 "Credit Refill" when I specifically turned off auto top-up AND paid the $5 fee to do so. This really is unacceptable.
