still no data

I bring my own device, a moto G 4 plus to freedompop, and asked agent to add iccid. but still not able to use data, even not with 3G. please let me know what is possible problem. I have tried update prl, update device config, dial *#*#72786#*#*. installed app "change APN" and reset to default APN. still no luck. the phone and sim were all used with ringplus without any problem. I cancelled ringplus account and signed up with freedompop.
