Data usage has not reset two months after hitting limit.

A couple months ago I hit my limit. Since I have auto topup turned off, I just stopped using my device. I thought the counter would reset, as it has in the past. But now, when I try to connect nothing happens or my apps crash.

I'm not getting any error message. My account says I have 600 Mg of data again, with 0 used. How do I get it to work again?
