Please help I am getting red bar and code 303

Hello I have an iPhone 5 that has been activated on freedompop since 1/2015. This my son's phone and he lost it a few months back, and we recently found it.

Issue: Currently we are unable to place call over cellular we are getting the red bar on the account page and code 303 on the iphone.

The iphone is updated 10.2.1 and all apps have been updated. I have reset network settings and tried ##72786# over and over.

Please help.
