Billing Link Missing

I used up 604 MB of my 700 MB free plan. I was going to login to add auto-top funds; however, the billing link is missing from my account. Is there any way for me to fix this?

    This has still not been resolved, and it has been a new billing month. I enabled auto-top off. And have a fresh 700 mb; however, the phone number still shows red and the account has not been re-activated.
