Will I still be able to make calls when I am away from any wi-fi?

Or will I need to pay $3.99 per month for Premium Voice Service?

I can't tell if the Premium Voice Service refers to being able to make all non-wifi phone calls, or if it just means you get better phone call quality?

    You must have cellular and data enabled. Premium service works on weak signals only and if not turned off while on WiFi not let calls go through. Why? Signal is strong on WiFi.
