Account not resetting in new billing cycle. Error 300

I used all my data for last month. Now I'm in a new month and a new billing cycle. My account says I have 1GB free, but I still get the message:

"You have used all of your data for this period."

with status code 300 and I can't use my phone. There seems to be a bug where the account does not reset in the new billing cycle.
