New Sprint HTC 10 activation

Hi, I just bought a Sprint HTC 10 with an MEID and ICCID that's eligible to be activated. I've paid for and created a FreedomPop account and phone number, and loading the FreedomPop apps on the phone detects the phone number. However, mobile data will not work, says it's unable to establish a wireless data connection, and attempts to update the PRL or profile ends with an error message "The network did not respond in time. The SIM card has locked."

It's on a clean installed HTC 10/Sprint firmware from Aug 9, 2017. Device is SIM locked to Sprint. Model is 2PS6400 (Sprint). Only thing I can think of is the nano SIM is a new model-correct SIMOLW416C, but is not the sim originally shipped with the device (as that did not come with the phone). Anything I can do at this point?
