Could I receive a refund and account cancellation?

The web interface shows no data about my account, I have been trying to cancel or downgrade my account for a while now. I was charged 98.88 today for an annual plan because I have been unable to access account management. Could you help me receive a refund of this charge and possible resolution to my account status?
