Seems I can't Downgrade to free without paying $15?

That doesn't sound right. Please advise.

    Account credit is required to downgrade. You will want to reactivate the account credit about every 30 days. It becomes inactive after 30 days and would expire after 90 days, if not reactivated.

As per our terms and conditions, because actual data usage may be delayed up to 3 hours, to protect ourselves from fraud and leakage, you must have minimum account balance to be on 100% Free account, if not, $15 will be added to your credit which can be used for data overage.

    i already had 10$ credit in my account, why it still asked to put additional 15$ to credit in order to proceed downgrading?

    I have seen posts on another website that some people see that pop-up about $15, when they had $10 on account but that they did not actually get charged the $15. I guess you can either take a chance by going ahead and see if it works that way for you or see if an admin on here will help you?
