Why can't I turn off automatic top-ups?

I just ordered a SIM using a different email address from this account.

The confirmation email says:
To cover any Pay As You Go charges, our Automatic Top-Up feature will fund your credit account $15.00 the first time you get within 100MB of your monthly plan capacity limit. You can turn off this feature at any time.

However, following the link does not allow me to turn off automatic top ups, even after adding $10 credit. I do not want to pay $4.99 per month to turn this off. Your confirmation email does not say that top ups can only be turned off for a $4.99 monthly fee.

The credit balance page says: "For more information about your Credit Balance and Automatic Top-Ups, see . Service Plan, Equipment, and Payment Terms." I can find nothing at that link indicting that there is a requirement to pay $4.99 per month to turn off automatic top-ups.
