Phone will not activate

I have two phones on my account. Phone 2 needed to be wiped. Software issues. Or so I thought. Once wiped it will not activate. Phone will wait on activating for a good 5-10 min and then say network error. Is that normal? Do I need to do something for it to activate? Usually on Sprint phones will activate without a hitch... but I'm not on Sprint anymore.

The card that was on the account was cancelled and my account went inactive. Phone 1 had 3 months still on service left of the annual plan. Phone 2 was able to place calls but was showing as inactive. I put in another card on the account. Phone 1 is still showing inactive. Phone 2 came back fine.

Please help.
