new MiFi says is already activated after trying to activate several times

I got two devices. Trying MiFi first I did not get past verifying MEID and email and after a few tries of different ways to get the MEID I found the right one. Then I found out email cannot already be on FreedomPop so I started trying my other email addresses (three different tried). Every once it a while it told me this device is not eligible. I bought them as FreedomPop, unopened new from Best Buy online so it must be valid.

Finally I found ways to do a MEID check but they tell me this is ALREADY ACTIVATED ?? It never went on to set up an account for me. Activated on Sprint they say.
