not able to receive any call or text message on mobile-service

I have the sim-card activated. It works and able to receive text-messages when the phone is connected to wifi line. I don't receive phone-calls or text-messages when there is no wifi-connection. Can you please enable phone and text-message service to my # 908-xxx-9725
