Still being charged for deactivated account

Hello, I have two accounts attached to my login. A global sim, and an iPhone 5 that I deactivated years ago. I just discovered that I've been getting charged a .01 account maintenance fee on the iPhone all this time. I would like this account canceled. Its ridiculous that you charge anything for a deactivated account. I cant deactivate thorough the site, because there are no options for the iPhone, since its deactivated.
