Sprint iPhone 5 - Invalid serial

I bought a used Sprint iPhone 5 and when I try to use the BYOD page for activation, it keep giving me the error message for invalid serial. If it's from Sprint, why it's invalid? This phone's IMEI/ESN is clean. I checked everything before I buy it. The only thing I don't have is a Sprint SIM card. So there is no SIM card inside the phone. But for Sprint/Freedompop network, do I need a SIM for making the CDMA to work?
