5GB annual plan, MMS not working

I have had the $150 annual plan for a few months. Voicemail is working, but I've not been able to get MMS to work at all. I believe that both voicemail and MMS are included in this offer.

Do I need to do something to get MMS activated? I have tried both inbound and outbound messages through the messaging app. Incoming messages say fail from the other person's phone, and in the messaging app, they just seem to go into the other. I don't get them at the other end.
