Lost my device - can I buy an upgrade?

I want to buy a new device from FreedomPOP, and switch my account on it.

Although I lost the device, left it at a bus stop, trying to get reception, forgot to retrieve it, someone else found it and took it. Not too worried about losing data. the OverDrive PRO's performance is so bad, it sat unused. Paid for rollover, it has about 3.56 Gigs currently.

I want to roll my account over to a new device. How can I do that?
