No mins or msgs for first month

After I was downgraded to the basic 200 voice plan, my account shows that I have no mins or msgs left for the first month and my next billing cycle starts Sept 22. I emailed [email protected], and apparently they couldn't help. Without mins or msgs, I won't be able to test my new phone. Can someone help me?
