Recurring .01 charge

FreedomPop has been charging me .01 4 times a month for over a year. I want it to stop. I haven't used FP in that time, my account is inactive. I cannot submit a ticket without reactivating my account which I will not do. How do I stop the charges?

These are the lines that are being charged with the maintenance fee of $0.01.

    As a consumer, we want to ensure that service is always available. Therefore, we perform a maintenance verification during the course of your service when usage is not detected. The maintenance verification charge of $0.01 is applied to ensure that you have the capability to utilize our services by verifying the payment method on file. Please be advised that this will not affect your current monthly plan.
