free plan for home broadband?

My friend bought two Hub Bursts (one for herself and another for her child). Both were on the {10GB, $14.99}-per-month plan, and she was paying for 2 plans per month. The child now has another ISP, so my friend now has an extra Hub Burst. One option is to sell it, but she's also open to keeping the extra Hub Burst "just in case," but not if paying the $15/month fee.

If I recall correctly, FreedomPop also had a "free plan" such that, if the user used less than 500 MB/month, the user would incur no monthly charge. (This plan is mentioned in this forum post.) So I'd like to know

1. Is the free plan still available for {home broadband, Hub Burst} users?

If so,

2. Where can I find more information about the home free plan?

Particularly,

3. How does one downgrade an account/device to the free plan?

The Hub Burst free plan actually has a 1 Gb allowance per month. To downgrade, login using the account linked to the device, select "My Account", and then "Plans". Click on the green button next to the free plan to start the downgrade process. Hope this helps.
