@jjayt - If your phone is locked by the initial carrier, then you either request them to provide the code. Or use a third party unlocker. See eBay for "Unlock code Samsung Galaxy abc" That should turn up lots of unlock code sellers. Only buy from one that will email the code. NO postal mail excuses. Look at their ratings. I'd say at least 98 or 99% favorable. That should avoid the bad apples.

Your phone was perfect for a backup and the price was great and affordable for that purpose. You decided to sell the cell service to Ting and their service is higher, smaller data and will not meet my needs, And at the end of the year, they will also raise the rate I would have to pay. So I need the unlocking code so I can find a different carrier that will meet my needs, please provide it to me. If you decide to keep your rate plans and need new customers please look me up. Thank you.

@jjayt - perhaps you world rather have the phone "released" for use with other MVNOs on the Sprint network ? That is what FreedomPop can do when they had the CDMA accounts.
Since they have been migrated at least to the 'limbo' area of ting.com
It appears that ting.com has taken over the database lock on those devices.
Right now I am wrestling with a finger pointing to the other company for who has set the lock last.
