I searched and tried the following:
Update PRL/profile: Network error. Please try again later.

    OK, I just found out the I need to dial *#*#72786#*#* to reset, and after reboot WIFI needs to be turned off to update PRL/profile, otherwise you'll see "Network error".
    It took me so much effort to find our this, hope this can be helpful to someone.
