Swap phone for not working after BYOD activation

Hello Staff,
I purchased two samsung galaxy s7 edge phones for BYOD activation. After activated the first phone, I found out it not working without WIFI connection. I want to swap the IMEI to the other phone. I will move the sim card to the other phone.
Old IMEI: 089502951101131793
New IMEI: 357090074443128

    The phone number associate with the account is 714***3339. The ICCID is 89011201002091159636. I would like to change the IMEI of this phone to 357090074443128. The two phones are the same phone. Thank
