Account Not Active, Account Billing error, Status code =100

I am getting this error when I switched to the free plan. I also updated my billing details and added $10 credit to confirm the billing was working fine. But I am continuing to get this error.

"Account not active

Account Billing error. Login in to
freedompop.com and update your billing
settings. (Status Code -100)"

As noted, I did update my billing info, and even added $10 which shows in My account. What gives? Please fix this.

    I have been billed $60 in one day. This is the day after I was billed my monthly fee. I need this money refunded and I would like the account cancelled.
